By pairing Electronic Logging Devices (ELDs) with wireless internet and Bluetooth technologies, drivers of commercial motor vehicles (CMVs) across Michigan and the United States will be capable of displaying a standardized logging data set to authorized safety officials. In turn, transportation management teams can access this data, additional telematics and global positioning service navigation information for improved routing and vehicle safety.

Who’s Impacted?

Drivers required to use ELDs include those that are currently required to complete paper logs to document record of duty status (RODS) to comply with Hours of Service rules.

The rule does exempt the following:

  • Drivers who use paper RODS for no more than eight days during any 30-day period
  • Drivers who conduct driveaway-towaway operations, where the vehicle being driven is the commodity being delivered
  • Drivers of vehicles manufactured before model year 2000

Compliance Timeline

  • ELD Final Rule Issued — December 16, 2015: the Federal Motor Carrier Safety Administration (FMCSA) released their final rule on ELDs, specifying who must use an ELD, setting technical standards and specifications for these devices, updating supporting document requirements and addressing the issue of driver harassment.
  • Awareness and Transition Phase — February 16, 2016 to December 18, 2017: During this time, carriers and drivers subject to the rule should prepare to comply, and may voluntarily use ELDs. Starting in February of 2016, Star Truck Rentals began installing the Cyntrx system in all new lease units as well as in the lion’s share of its rental fleet.
  • Phased-In Compliance Begins — December 18, 2017: At this time, carriers and drivers subject to the rule can extend compliance using automatic onboard recording devices that were installed prior to this phased-in compliance deadline.
  • Full Compliance — December 16, 2019: By this time, all carriers and drivers subject to the rule must use self-certified ELDs registered with FMCSA.

Selecting an ELD

Compliant devices must automatically record the following data at intervals: date, time; location information; engine hours; vehicle miles; and, identification information for the driver, the authenticated user, the vehicle, and the company. ELDs must have the capability of capturing, transferring and displaying RODS for enforcement purposes. The rule requires that, at a minimum, ELDs must be able to transfer data using either wireless (via wireless web services and email); or local (via Bluetooth and USB). As a backup, the ELDs must be able to provide either a digital display or paper printout of the standardized information when requested on the scene by an enforcement official. Exporting data in a standard file format to facilitate importing to other systems is also a requirement of the rule.
